The Arctic may be seen as geographically isolated from the rest of the world, yet the Inuit hunter who falls through the thinning sea ice is connected to melting glaciers in the Andes and the Himalayas and to the flooding of low-lying and small island states.

What happens in foreign capitals and in temperate and tropical countries affects us dramatically in the North. Many of the economic and environmental challenges we face result from activities well to the south of our homelands; and what is happening in the far North will affect what is happening in the South.

Inuit are experiencing firsthand the adverse effects of global environmental changes. But we are not powerless victims. We are determined to remain connected to the land, and sufficiently resilient to adapt to changing natural forces as we have for centuries.

Discussion of climate change frequently tends to focus on political, economic and technical issues rather than human impacts and consequences. We need to be aware of the dramatic social and cultural impacts indigenous peoples face in coming years.

Eroded Lives

For generations Inuit have observed the environment and have accurately predicted weather and sea-ice conditions, enabling us to travel safely on the sea ice to hunt seals, whales, walrus and polar bears. Talk to hunters across the North, and they will tell you the same story: the weather is increasingly unpredictable. The look and feel of the land is different. The sea ice is changing. Hunters are having difficulty navigating and traveling safely. We have even lost experienced hunters through the ice in areas that, traditionally, were safe. As a result of melting glaciers it is now difficult, sometimes even dangerous, for us to travel to many of our traditional hunting and harvesting sites.

Several Inuit villages have already been so damaged by global warming that relocation, at the cost of hundreds of millions of dollars, is now their only option. Melting sea ice and thawing permafrost have caused damage to houses, roads, airports and pipelines; erosion, slope instability and landslides; contamination of drinking water; coastal losses to erosion of up to 30 meters per year; and melting of natural ice cellars for food storage.

For instance, residents of Sachs Harbour, a tiny community in the Canadian Beaufort Sea region, report melting permafrost causing beach slumping and increased erosion; increased snowfall; longer sea-ice-free seasons; new species of birds and owls, robins, pin-tailed ducks and salmon invading the region; and an onslaught of mosquitoes and black flies.

Plans are well under way to relocate certain Arctic communities. Climate change is not just a theory to us in the Arctic; it is a stark and dangerous reality. Climate change is undermining the ecosystem upon which Inuit depend for their physical and cultural survival.

The Arctic is of vital importance in the global debate on how to deal with climate change because the Arctic is the barometer of the globe’s environmental health. We are indeed the canary in the global coal mine.

The Arctic Climate Impact Assessment projects dramatic and drastic depletion of sea ice. In the next few decades year-round sea ice may be limited to a small portion of the Arctic Ocean around the North Pole. The rest of the Arctic will be ice-free in summer.

Polar bears, walrus, ringed seals and likely other species of seals are projected to virtually disappear. This is not to mention the millions of Arctic seabirds and fish. Our ecosystem will be transformed, with tragic results. Climate change in the Arctic is not just an environmental issue with unwelcome economic consequences. It is a matter of livelihood, food and individual and cultural survival. It is a human issue.

What can Inuit—only 155,000 of us—do about this global situation? First, we refuse to play the role of powerless victim. Responding to climate change has split the nations of the world. Our plight and the Arctic Assessment show the compelling case for global unity and clarity of purpose to forestall a future that is not preordained.

Our rights, our human rights, to live as we do and to enjoy our unique culture as part of the globe’s cultural heritage, are at issue.

Short-term business interests must change, and people must take stock of whether or not a way of life based on consumption is ultimately sustainable. What is happening now to Inuit will happen soon to people in the South. The experience of Inuit in the Arctic is shared by residents of small island states in the Pacific, many people in the Caribbean and elsewhere.

We are working on many fronts to convince the world to take long-term action. Climate change is not about scoring political points. It is about families, parents, children and the lives we lead in our communities throughout the world. More

 

Ongoing drought in Brazil brings rising tensions

The western USA is not the only place suffering from lack of rain, Latin America’s economic powerhouse has been struck hard by a powerful and ongoing water crisis.

The worst drought since records began 84 years ago has constrained the Brazillian economy in many ways, particularly coffee production, agriculture and hydroelectric power generation, which accounted for 80% of electricity generation. This power fuels the economic development on which millions are counting to rise out of poverty, and the loss has slowed the entire economy, due to the need to import expensive fossil fuels in order to keep the lights on and water pumps running (costing $6 billion extra so far this year, while increasing the country’s greenhouse gas emissions).


Water rationing has been imposed in many parts of the country for months, but the situation is approaching a critical point. Nineteen large cities are under water rationing rules, and the water catchment capacity feeding the megalopolis of Sao Paolo (20 million inhabitants and the economic capital of the entire continent) is down to 10%. Carefully husbanded, and tapping water usually deemed of inferior quality, there is enough left to squeeze out of the system for a hundred days consumption. States are now squabbling over allocation of the remaining water resources, and fighting has erupted sporadically in some rural areas.

In Sao Paolo itself, financial incentives to reduce consumption have been accompanied by cutting water pressure at night, effectively cutting off all the poorer areas of the city which sit on hills. In nearby Gaurulhos residents of some neighbourhoods are getting water one day in three. Balancing the competing needs of drinking water and power generation is also having societal consequences, exacerbating general social tension, and helping fuel reactions such as the protests and riots back in June.

The drought may be linked to climate change, since the rains that normally come south from evaporation in the Amazon basin failed to arrive, a potentially very worrying symptom. It also reveals some of the likely types of economic cost and societal tension that will arise and worsen as the world warms further and the consequences begin to bite. Some early spring rains appeared in Brazil this week, enough at least to halt the fall in Sao Paolo’s reserves, but the prognosis for the coming rainy season is still very uncertain.

Global campaign launched to improve weather & climate services for small island developing states (SIDS)

A global campaign to improve weather and climate services for all small island developing states was launched today with the support of the World Meteorological Organisation (WMO), the Secretariat of the Pacific Regional Environment Programme (SPREP) and Digicel Pacific.

The Small Islands, Weather Together campaign (www.weathertogether.org) aims to show how the small island developing states of the world can work together to improve their vital weather and climate services.

In the Pacific region alone, extreme weather already accounts for 76% of all disasters with 50% directly related to cyclones. The increase in extreme weather events is also hampering the sustainable development of many small island developing states. For example, when Cyclone Evan hit Samoa in December 2012 it resulted in the loss of one third of the country’s entire annual economic output.

WMO Secretary-General Michel Jarraud stresses that small island developing states need greater investment to further strengthen their vital weather and climate services and to ensure that efforts towards sustainable development are not wasted.

“If we don’t invest in stronger weather and climate services for small island developing states then extreme weather events could simply wipe out years of development effort if they are not well prepared. It is much more cost-effective to invest in early preparedness and prevention than to focus only on rehabilitation and post-disaster action,” he asserted.

Climate change is increasing the frequency and intensity of weather and climate events – cyclones, typhoons, drought, flash floods – in many small island developing states. But many of their Meteorological Services still lack the basic infrastructure, technology and expertise they need to protect vulnerable island communities and economies.

For Mr. Jarraud, there is an urgent need to enhance the quality of early warnings for extreme weather. He pointed out that the formulation and dissemination of these warnings also need to be improved so that they can be understood and used by the island communities and government agencies.

In the Pacific islands, SPREP and other partners are working to improve communication of this type of information in partnership with national meteorological services, the media, including broadcast stations and communities.

“SPREP recognises that weather forecasts and warnings such as those given during tropical cyclones do not have a shelf life, they must be disseminated rapidly to the public or else they are useless,” says SPREP Acting Director General Kosi Latu.

He further noted, “We can improve the quality of the forecasts and warnings so that countries and communities have more lead time to take action. But we can also improve the way climate information is used over longer time scales by farmers, fishermen and by decision-makers across government. For example, when planning new infrastructure, we can say ‘this place has a high risk of tsunami, flooding or storm surge, so don’t build things here’.”

Mr. Jarraud recalls that the small developing island states stand to suffer more and more if the global community fails to agree to a limit in greenhouse gas emissions, the main human cause of climate change and global warming.

“Greenhouse gas emissions are still on the rise. We need to reach a peak of emission over the next 15–20 years, then to decrease dramatically to zero equivalent emission in about 50–60 years from now.

“This is a huge challenge. We must act now. The more we wait, the more difficult it will be, and, therefore, the more expensive it will be for countries to adapt to climate change. If we do not act now, we are agreeing to leave the small island developing states in a situation which may no longer be manageable,” he warned.

The Small Islands, Weather Together campaign was launched specifically to coincide with the lead up to the United Nations Third International Conference on Small Island Developing States, which will be held in Apia, Samoa, from 1–4 September, 2014.

2028: The End of the World As We Know It?

“There is nothing radical in what we’re discussing,” journalist and climate change activist Bill McKibben said before a crowd of nearly 1,000 at the University of California Los Angeles last night. “The radicals work for the oil companies.”

Taken on its own, a statement like that would likely sound hyperbolic to most Americans—fodder for a sound bite on Fox News. Anyone who saw McKibben’s lecture in full, however, would know he was not exaggerating.

McKibben was in Los Angeles as part of his nationwide “Do the Math” tour. Based on a recent article of his in Rolling Stone, (“The one with Justin Bieber on the cover,” McKibben joked) the event is essentially a lecture circuit based on a single premise: climate change is simple math—and the numbers do not look good. If immediate action isn’t taken by global leaders: “It’s game-over for the planet.”

The math, McKibben explained, works like this. Global leaders recently came to an international agreement based on the scientific understanding that a global temperature raise of 2°C would have “catastrophic” consequences for the future of humanity. In order to raise global temperatures to this catastrophic threshold, the world would have to release 565 gigatons of carbon dioxide into the atmosphere. Here’s the problem: Fossil fuel companies currently have 2,795 gigatons of carbon dioxide in their fuel reserves—and their business model depends on that fuel being sold and burned. At current rates of consumption, the world will have blown through its 565-gigaton threshold in 16 years.

To prevent the end of the world as we know it, it will require no less than the death of the most profitable industry in the history of humankind.

“As of tonight,” McKibben said, “we’re going after the fossil fuel industry.”

Obviously no easy task. The oil industry commands annual profits of $137 billion and the political power to match. As McKibben noted, “Oil companies follow the laws because they get to write them.”

However, there are some numbers on McKibben’s side. Recent polling data shows 74 percent of Americans now believe in climate change, and 68 percent view it as dangerous. The problem environmental activists are facing is in converting those favorable polling numbers into grassroots action.

Enter “Do the Math.”

Using McKibben’s popularity as an author, organizers are turning what would otherwise be a lecture circuit into a political machine. Before rolling into town, Do the Math smartly organizes with local environmental groups. Prior to McKibben’s lecture, these groups are allowed to take the stage and talk about local initiatives that need fighting. Contact information is gathered to keep the audience updated on those efforts. Instead of simply listening to McKibben, as they perhaps intended, the audience has suddenly become part of their local environmental movement.

It’s a smart strategy, and an essential one—because the problem of climate change is almost exclusively a political in nature. Between renewable energy and more efficient engineering, the technology already exists to stave off catastrophic global warming. Though its application is lagging in the United States, it is being employed on a mass scale in other countries. In socially-stratified China, with its billion-plus population and tremendous wealth inequalities, 25 percent of the country still manages to use solar arrays to heat its water. Germany—Europe’s economic powerhouse—in less than a decade, has managed to get upwards of half of its energy from sustainable sources.

The same can happen here in America—provided we have the will to make it happen. McKibben says the key to realizing that goal is to battle the lifeblood of the fossil fuel industry—its bottom line.

To start, he’s calling for an immediate global divestment from fossil fuel companies. “We’re asking that people who believe in the problem of climate change to stop profiting from it. Just like with divestment movement in South Africa over apartheid, we need to eliminate the oil companies veneer of respectability.”

In conjunction with the divestment regimen, continued protests against unsustainable energy projects will also be crucial. McKibben will be in Washington, D.C. on November 18 to lead a mass rally against climate change and the Keystone Pipeline. “We can no longer just assume that President Obama is going to do everything he promised during his campaign. We need to push him.”

WMO Launches SIDS Website

 

WMOAugust 2014: The World Meteorological Organization (WMO) has launched a small island developing States (SIDS) website to highlight its work with SIDS, given that they are low-lying and vulnerable to weather- and climate-related hazards, such as tropical cyclones, floods and droughts.


The website features: a media corner, highlighting the most recent information on SIDS; links to WMO SIDS publications, including ‘Saving Paradise: Ensuring Sustainable Development' and ‘The SIDS Caribbean Project: Preparedness to Climate Variability and Global Change in SIDS of the Caribbean Region;' and information on WMO side events to be convened at the Third International Conference on SIDS, taking place in Apia, Samoa, from 1-4 September 2014.


WMO supports SIDS in developing: adequate structures and building capacity to ensure that information is available in a timely manner to address issues such as coastal zone management, energy, environmental degradation, tourism and climate change; and scientifically sound and culturally sensitive early warning systems. It further supports national meteorological and hydrological services (NMHSs) in SIDS to help access the most sophisticated products in real-time and forecasts of extreme weather events several days in advance. Time to ask why

Young people have the most to gain from solving the climate crisis — and the sooner the better.

They didn't cause the issue, but they'll have to live with it for decades. And for far too long, they and their interests have been ignored by leaders who refuse to protect the planet.

On September 23, this is going to change when exceptional young people get a chance to put their questions to the world's decision-makers — to speak for their generation at the U.N. Climate Summit in New York City.

Today, we begin searching for the people who will ask their leaders the tough questions about global warming. We're collecting videos of young people ages 13-21 posing tough Why? or Why not? questions about the climate crisis. We'll choose the best to attend the Summit and demand serious answers from the world's leaders.

Why do we continue burning fossil fuels that cause climate change? Why not switch to clean, renewable energy?
