Climate Change Impacts Human Rights, Says UN Special Rapporteur

4 March 2016: A global temperature increase of one or two degrees Celsius would adversely affect human rights, including the rights to life, development, food, water, health and housing, the UN Special Rapporteur on human rights and the environment, John Knox, told the Human Rights Council (HRC).

Knox stressed that human rights obligations with respect to climate change include decisions about how much climate protection to pursue, as well as the mitigation and adaptation measures through which protection is achieved.

In its resolution 29/15, the HRC requested the UN High Commissioner for Human Rights to prepare a detailed 'Analytical study of the Office of the High Commissioner for Human Rights (OHCHR) on the relationship between climate change and the human right of everyone to the enjoyment of the highest attainable standard of physical and mental health (A/HRC/31/36).' The High Commissioner has asked for additional time and research, and will submit its report to the HRC at its 32nd session.


The Special Rapporteur shared an informal summary of inputs received on the 'Relationship between climate change and the human right of everyone to the enjoyment of the highest attainable standard of physical and mental health (A/HRC/31/CRP.4),' which is expected to inform OHCHR's final report. The informal summary notes, inter alia, that climate change: threatens to undermine the last half century of gains in development and global health; impacts physical and mental health in several ways; and disproportionately impacts the poor and other disadvantaged, marginalized and vulnerable groups.


According to the informal summary, respondents called for further integration of human rights in climate action at all levels of governance, as well as further analysis and study of the impacts of climate change on the right to health, among other recommendations.


During discussion, several delegations expressed support for protecting human rights in relation to climate adaptation and mitigation, including the European Union (EU) and Costa Rica. South Africa, on behalf of the African Group, supported enhanced, quick action to adapt to climate change to ensure the full realization of human rights, stressing that climate change threatens sustainable development. The Philippines called for reducing greenhouse gas (GHG) emissions to keep temperature rise below 1.5 degrees Celsius above pre-industrial levels and scaling up additional and predictable means of implementation. Brazil recognized the impacts of climate change on human rights, including economic, social and cultural rights. The EU asked how to better plan and manage urban areas to address synergies among climate change, sustainable development and urbanization.


The world does not need to wait until 2018 to start strengthening its efforts to address climate change and begin implementing the Paris Agreement on climate change, the Special Rapporteur reminded participants in his response, pointing to the use of renewable energy by Iceland, Morocco and Uruguay.

Yes, Scientists Can Link Extreme Weather Events To Climate Change

When asked about a particular weather event’s link to climate change, scientists are typically cautious to make definitive statements — especially in the immediate aftermath, before they’ve had the chance to study the event.

But according to a new study, it’s getting easier for scientists to make the link between climate change and some forms of extreme weather. The study, published Friday by the National Academies Press, found that scientific advances over the past several years have helped scientists link increases in frequency and intensity of temperature and precipitation-related events like droughts and heat waves to climate change.

“In the past, a typical climate scientist’s response to questions about climate change’s role in any given extreme weather event was ‘we cannot attribute any single event to climate change,'” the report, completed by a committee of scientists, reads. “The science has advanced to the point that this is no longer true as an unqualified blanket statement. In many cases, it is now often possible to make and defend quantitative statements about the extent to which human-induced climate change (or another causal factor, such as a specific mode of natural variability) has influenced either the magnitude or the probability of occurrence of specific types of events or event classes.”

The report calls this branch of science, wherein researchers work to determine whether climate change contributed to a certain event, “event attribution.” To determine how and if climate change is linked to a certain event, scientists typically either reference the observational record of similar events — i.e. the recorded history of droughts leading back several decades — or use models to determine how likely a similar event would be in different warming scenarios. What makes a great leader today? Many of us carry this image of this all-knowing superhero who stands and commands and protects his followers. But that's kind of an image from another time, and what's also outdated are the leadership development programs that are based on success models for a world that was, not a world that is or that is coming.

0:45We conducted a study of 4,000 companies, and we asked them, let's see the effectiveness of your leadership development programs. Fifty-eight percent of the companies cited significant talent gaps for critical leadership roles. That means that despite corporate training programs, off-sites, assessments, coaching, all of these things, more than half the companies had failed to grow enough great leaders. You may be asking yourself, is my company helping me to prepare to be a great 21st-century leader? The odds are, probably not.

1:28Now, I've spent 25 years of my professional life observing what makes great leaders. I've worked inside Fortune 500 companies, I've advised over 200 CEOs, and I've cultivated more leadership pipelines than you can imagine. But a few years ago, I noticed a disturbing trend in leadership preparation. I noticed that, despite all the efforts, there were familiar stories that kept resurfacing about individuals. One story was about Chris, a high-potential, superstar leader who moves to a new unit and fails, destroying unrecoverable value. And then there were stories like Sidney, the CEO, who was so frustrated because her company is cited as a best company for leaders, but only one of the top 50 leaders is equipped to lead their crucial initiatives. And then there were storieslike the senior leadership team of a once-thriving business that's surprised by a market shift, finds itself having to force the company to reduce its size in half or go out of business.

2:48Now, these recurring stories cause me to ask two questions. Why are the leadership gaps widening when there's so much more investment in leadership development? And what are the great leaders doing distinctly different to thrive and grow? One of the things that I did, I was so consumed by these questions and also frustrated by those stories,that I left my job so that I could study this full time, and I took a year to travel to different parts of the world to learn about effective and ineffective leadership practices in companies, countries and nonprofit organizations. And so I did things like travel to South Africa, where I had an opportunity to understand how Nelson Mandela was ahead of his time in anticipating and navigating his political, social and economic context. I also met a number of nonprofit leaders who, despite very limited financial resources, were making a huge impact in the world, often bringing together seeming adversaries. And I spent countless hours in presidential libraries trying to understand how the environment had shaped the leaders, the moves that they made, and then the impact of those movesbeyond their tenure. And then, when I returned to work full time, in this role, I joined with wonderful colleagues who were also interested in these questions.

4:26Now, from all this, I distilled the characteristics of leaders who are thriving and what they do differently, and then I also distilled the preparation practices that enable people to grow to their potential. I want to share some of those with you now.

4:46In a 21st-century world, which is more global, digitally enabled and transparent, with faster speeds of information flow and innovation, and where nothing big gets donewithout some kind of a complex matrix, relying on traditional development practices will stunt your growth as a leader. In fact, traditional assessments like narrow 360 surveys or outdated performance criteria will give you false positives, lulling you into thinking that you are more prepared than you really are. Leadership in the 21st century is defined and evidenced by three questions.

5:29Where are you looking to anticipate the next change to your business model or your life?The answer to this question is on your calendar. Who are you spending time with? On what topics? Where are you traveling? What are you reading? And then how are you distilling this into understanding potential discontinuities, and then making a decision to do something right now so that you're prepared and ready? There's a leadership team that does a practice where they bring together each member collecting, here are trends that impact me, here are trends that impact another team member, and they share these,and then make decisions, to course-correct a strategy or to anticipate a new move.Great leaders are not head-down. They see around corners, shaping their future, not just reacting to it.

6:28The second question is, what is the diversity measure of your personal and professional stakeholder network? You know, we hear often about good ol' boy networks and they're certainly alive and well in many institutions. But to some extent, we all have a network of people that we're comfortable with. So this question is about your capacity to develop relationships with people that are very different than you. And those differences can be biological, physical, functional, political, cultural, socioeconomic. And yet, despite all these differences, they connect with you and they trust you enough to cooperate with you in achieving a shared goal. Great leaders understand that having a more diverse network is a source of pattern identification at greater levels and also of solutions,because you have people that are thinking differently than you are.

7:29Third question: are you courageous enough to abandon a practice that has made you successful in the past? There's an expression: Go along to get along. But if you follow this advice, chances are as a leader, you're going to keep doing what's familiar and comfortable. Great leaders dare to be different. They don't just talk about risk-taking,they actually do it. And one of the leaders shared with me the fact that the most impactful development comes when you are able to build the emotional stamina to withstand people telling you that your new idea is naïve or reckless or just plain stupid.Now interestingly, the people who will join you are not your usual suspects in your network. They're often people that think differently and therefore are willing to join you in taking a courageous leap. And it's a leap, not a step. More than traditional leadership programs, answering these three questions will determine your effectiveness as a 21st-century leader.

8:45So what makes a great leader in the 21st century? I've met many, and they stand out.They are women and men who are preparing themselves not for the comfortable predictability of yesterday but also for the realities of today and all of those unknown possibilities of tomorrow. More

 

Climate Expert James Hansen: The Planet May Become Ungovernable

The repercussions of climate disruption are still not being acknowledged fully, warned climatologist Dr. James Hansen, addressing an audience of Baby Boomer and Greatest Generation climate activists on September 9.

“We’ve now got an emergency,” he told about 150 “elder activists” at Calvary Baptist Church in Washington, DC, who were participating in Grandparents Climate Action Day.

Hansen — formerly NASA’s head climate scientist, now adjunct professor at Columbia University — is probably best known for bringing definitive evidence of global warming to Congress in testimony in 1988. In July of this year, he released a report with sixteen co-authors studying glacier melt in Greenland and Antarctica. Unlike previous models, the new report takes into account some feedback loops which may be hastening the loss of ice sheet mass far faster than anticipated.

Time is running out to transition to renewable energy, Hansen said, yet the most “relevant” people in power aren’t aware of the situation’s gravity. “Even people who go around saying, ‘We have a planet in peril,’ don’t get it. Until we’re aware of our future, we can’t deal with it.”

Mass species extinction, extreme weather events, dry spells and fires are climate change impacts which are happening now. A warmer atmosphere and warmer oceans can lead to stronger storms, he explained. Superstorm Sandy, for example, remained a hurricane all the way up the Eastern seaboard to New York because Atlantic waters were abnormally warm.

“Amplifying impacts” and feedback loops will accelerate the changes, according to Hansen. “It will happen faster than you think,” he said. If major coastal cities become “dysfunctional” because of sea level rise, as he believes is possible, the global economy could be in peril of collapse.

It is therefore imperative to stop using coal, oil and gas as energy sources now. “We’ve already burned as much as we can afford,” he said. Fossil fuels already burned will continue to have impacts, because the climate system “has inertia.” “We’ve only felt the warming for half of the gases that are up there,” he said.

The use of fossil fuels is still on the rise in spite of the dangers, he said, because governments subsidize them and don’t make companies bear the real costs to society. The only viable way to make the price of fossil fuels “honest,” in his opinion, is to implement a “fee and dividend” system.

While Hansen denounced “unfettered capitalism”and “scary” trade agreements in the works, he believes government regulation can steer captains of industry onto the right path. “We’ve got to make the system work for us,” he said. “If you properly harness the market, it will work for you.”

He gave an example of incentives and tax breaks for solar panels, which he has on his own home, and how he contributes electricity to the grid. Yet one audience member took issue with a corruption-free scenario. “Come to Virginia, I dare you!” he said. (In Virginia, where Dominion Virginia Power has a stranglehold on state politics, “standby” fees and other barriers stifle solar panel installation by individuals.)

Hansen, a grandparent himself, was the keynote speaker at Grandparents Climate Action Day, an event to mobilize elder activists and promote a policy agenda aimed at reducing greenhouse gas emissions.

Hansen believes elders possess resources and wisdom which, combined with the zeal of youth, can help find solutions to climate change. “Older people have a lot of clout, a lot of votes, and time,” he said. With more older people getting involved, there will be more pressure to make needed changes.

Fellow speaker John Sorensen, co-founder of the Conscious Elders Network, echoed this point. The 80 million elders in the U.S. — 25 percent of the population — are living longer and healthier lives with more time and resources to devote to activism.

Hansen is supporting a lawsuit in which 21 young people are suing the U.S. government. (One of the plaintiffs is his granddaughter Sophie.) The lawsuit alleges that the federal government knew decades ago that burning fossil fuels and climate were linked, but continued on the same course anyway.

In his testimony for Youth v. Obama, Hansen said, “In my opinion, this lawsuit is made necessary by the at-best schizophrenic, if not suicidal, nature of U.S. climate and energy policy.”

The judiciary, he believes, is the only viable recourse left for the younger generation, “because the courts will be less under the thumb of the fossil fuel industry.”

“Young people have all these rights that are guaranteed by the constitution, and that’s what we’re asking the courts to look at, and I think this may be our best chance to force the government to do its job,” he said.

Methane Leaks in Natural-Gas Supply Chain Far Exceed Estimates, Study Says

A little-noted portion of the chain of pipelines and equipment that brings natural gas from the field into power plants and homes is responsible for a surprising amount of methane emissions, according to a study published on Tuesday.

Natural-gas gathering facilities, which collect from multiple wells, lose about 100 billion cubic feet of natural gas a year, about eight times as much as estimates used by the Environmental Protection Agency, according to the study, which appeared in the journal Environmental Science & Technology.

The newly discovered leaks, if counted in the E.P.A. inventory, would increase its entire systemwide estimate by about 25 percent, said the Environmental Defense Fund, which sponsored the research as part of methane emissions studies it organized.

“The gathering and processing sector, a piece of the supply chain that most people don’t even know exists, may be the biggest single fraction of emissions coming from natural gas,” said Mark Brownstein, who leads the Environmental Defense Fund’s work on methane emissions.

Methane is the main component of natural gas and has a more potent short-term effect on climate change than carbon dioxide. The effect that the newfound emissions would have on climate change over 20 years, the Environmental Defense Fund said, would be similar to that of 37 coal-fired power plants.

The new study, led by researchers at Colorado State University, involves measurements of 114 natural-gas gathering facilities and 16 processing plants in 13 states.

Many gathering facilities use puffs of natural gas in valves that open and close to regulate gas or liquid flow, releasing a bit of methane into the air with every cycle. Anthony J. Marchese, a professor of mechanical engineering at Colorado State and the lead author of the new study, said that this practice surprised him. “I was: ‘Really? That’s what they do?’ ” he said.

Companies can substitute other relatively inexpensive technologies for the methane-leaking systems, he said, but “they’re so used to using gas pneumatic, and they think it’s so reliable, they are reluctant to change.”

The recognition of gathering facilities as a major source of methane leaks is an opportunity to look harder and fix them, and to upgrade to equipment that does not emit natural gas, Mr. Brownstein said. “None of this is rocket science,” he said. “Most of it is auto mechanics.”

The Obama administration, while promoting a boom in natural gas, has pushed for businesses to reduce leaks. The E.P.A. proposed new standards on methane emissions on Tuesday. Those rules, however, would apply only to new and modified equipment. “That clearly doesn’t begin to address the majority of the problem — the stuff that is already in the field and operating,” Mr. Brownstein said.

The agency has not closely tracked emissions from gathering facilities before. A statement by the agency in response to questions about the study said that the “E.P.A. looks forward to reviewing the upcoming E.D.F. study on methane emissions from natural gas systems.”

Citing the administration’s methane strategy and noting that “substantial new amounts of information” were becoming available, the statement said that the “E.P.A. will continue to refine its emission estimates to reflect the most robust and up-to-date information available.”

Professor Marchese said that the amount of gas that escapes from gathering facilities each year could heat 3.2 million homes. Wasting a potentially valuable resource, not to mention harming the environment, he said, mystified him. “Why would you ever vent it when you can use it to generate electricity?” he added.

A spokesman for one of the gas industry companies that participated in the study said that the research would be helpful. “This ultimately helps us perform better,” said John Christiansen, a spokesman for Anadarko Petroleum. The research would help the company “get that methane back in the sales line,” he added, “which is ultimately in our best interest — and everybody’s best interest.” More

5 Radical Takeaways from the Pope’s Letter on Climate

Pope Francis recognizes that there’s no way to stop climate change without confronting the way the world does business. That’s huge.

Pope Francis just released an “encyclical,” a letter meant to serve as a guide to understanding our personal relationship to some of the most complex issues of the day through religious doctrine. This particular encyclical is on climate change and is addressed not just to the globe’s 1.2 billion Catholics, but to everyone of any — or no — faith. In it, Pope Francis boldly challenges us all to take an honest look inside our hearts and question the foundations of a society that’s created wealth for some at the expense of others and “our common home”— the planet earth.

Here are five key quotes from the encyclical that will shake up the global climate debate.

1. Climate change and inequality are inextricably linked.

“We have to realize that a true ecological approach always becomes a social approach; it must integrate questions of justice in debates on the environment, so as to hear both the cry of the earth and the cry of the poor.” It’s not hard to see how climate change hits people living in poverty first and worst, and inevitably widens the gulf between rich and poor. After extreme weather washes away their homes or drought kills their crops, those living in poverty have a harder time bouncing back than those with savings accounts and sturdier houses. But what’s really radical is how the Pope names inequality itself as an impediment to solving a looming planetary and human rights crisis. The encyclical calls out “masters of power and money” to stop masking the symptoms and address climate change in service of the common good.

Pope Francis boldly challenges us all to take an honest look inside our hearts and question the foundations of a society that’s created wealth for some at the expense of others and “our common home”— the planet earth.

2. The global economy must protect the Earth, our common home.

“The economy accepts every advance in technology with a view to profit, without concern for its potentially negative impact on human beings.” Today’s global economy profits at the environment’s expense. And the pursuit of growth is fueling environmental degradation, natural disasters, and financial crises. Pope Francis envisions a people-and-planet-first economy more in harmony with the environment that would prevent imbalances of wealth and power and foster peace among nations.

3. Everyone must divest from fossil fuels and invest in the future.

“We know that technology based on the use of highly polluting fossil fuels… needs to be progressively replaced without delay.” Pope Francis is crystal clear that the current development model based on the intensive use of coal, oil, and even natural gas has to go. In its place we need renewable energy options and new modes of production and consumption that combat global warming. This is precisely what a growing movement of students, faith communities, socially responsible investors and everyday citizens are calling on individuals and private and public institutions to do: Divest their money from fossil fuels and invest it in climate solutions like wind, solar, and energy efficiency.

4. It’s time for powerful nations to pay their fair share.

“A true ‘ecological debt’ exists, particularly between the global north and south. … In different ways, developing countries, where the most important reserves of the biosphere are found, continue to fuel the development of richer countries at the cost of their own present and future.” Countries in the global North have benefitted from fossil fuel-driven industrialization, while developing countries bear the brunt of the related greenhouse gas emissions. So while everyone must act to avoid climate disruption, rich countries have a greater responsibility. For starters, they must make rapid, deep cuts in carbon emissions. And they have to keep their promise to finance the cost for poorer countries to build climate resilience and transition to renewable energy through the Green Climate Fund.

5. There’s no easy way out of this.

“Obstructionist attitudes, even on the part of believers, can range from denial of the problem to indifference, nonchalant resignation, or blind confidence in technical solutions.” There’s only one way to meet the climate challenge: Extinguish the “dig, burn, dump economy.” And markets and technology can’t be relied on to do the job. Gimmicks like trading carbon credits as a financial commodity or burning coal in “cleaner” power plants are distractions from the only real solution: Stop digging up and drilling — then burning — oil, gas, and coal.

Pope Francis is calling for solutions to climate change that is rooted in our “deepest convictions about love, justice, and peace.” His letter to the world illuminates a radical, compassionate path that shows what it truly means to have faith in humanity. More

 

 

To fight desertification, let’s manage our land better

Every year, we lose 24 billion tons of fertile soil to erosion and 12 million hectares of land to desertification and drought. This threatens the lives and livelihoods of 1.5 billion people now.

In the future, desertification could displace up to 135 million people by 2045. Land degradation could also reduce global food production by up to 12% and push world food prices up by 30%. In Egypt, Ghana, Central African Republic, Pakistan, Tajikistan and Paraguay, land degradation could cause an annual GDP loss of up to 7%.

Pressure on land resources is expected to increase as populations grow, socio-economic development happens and the climate changes. A growing population will demand more food, which means that unsuitable or especially biodiverse land will be claimed for farming and be more vulnerable to degradation. Increased fertilizer and pesticide use related to agriculture will increase nutrient loading in soils, causing eutrophication and declines in fertility over time. Climate change will also aggravate land degradation—especially in drylands, which occupy 40% of global land area, and are inhabited by some 2 billion people. Urban areas, which are located in the world’s highly fertile areas, could grow to account for more than 5% of global land by mid-century.

Unless we manage our land better, every person will rely on just .11 hectares of land for their food; down from .45 hectares in 1960.

So how do we manage land better?

It will all come down to what we do with our soil, which is the most significant natural capital for ensuring food, water, and energy security while adapting and building resilience to climate change and shocks. The soil’s nutrient cycling provides the largest contribution (51%) of the total value (USD33 trillion) of all ‘ecosystem services’ provided each year. But soil’s important function is often forgotten as the missing link in our pursuit of sustainable development.

We must invest in applicable solutions that are transformative, and can be scaled up. Climate-smart agriculture is an alternative approach to managing land sustainably whilst increasing agricultural productivity. It includes land management options that sequester carbon and enhance resilience to climate change. Proven climate-smart practices such as agroforestry, integrated soil fertility management, conservation agriculture, and improved irrigation can ensure that land is used optimally, restored and managed in a manner that maximizes ecological, economic and social benefits.

But climate-smart agriculture requires conducive policy frameworks, increased investment, and judicious policy management. Rural poverty is often a product of policies that discriminate against small landholders, forcing them off the land, creating sub-optimal land use outcomes, and long term degradation. Secure land rights are necessary for climate-smart agriculture, providing incentives for local communities to manage land more sustainably. In Rwanda, for instance, land tenure reform rapidly doubled investment in soil conservation, with even larger increases for plots managed by female farmers.

Second, there is need for increased national investment in climate smart agriculture. For technologies such as conservation agriculture that require substantial up-front investment in machinery and other inputs, schemes such as those involving payment for ecosystem services may be more effective in promoting CSA technology adoption. For technologies such as agroforestry systems, innovative finance mechanisms that help farmers bridge the period between when trees are planted, mature and generate income can be decisive.

Third, in some cases, direct public investment in landscape restoration and rehabilitation can bring about sizeable livelihood benefits and create better conditions for attracting further investments by farmers and communities. The China Loess Plateau is a well-documented success story of landscape restoration. Similar experiences are happening in Ethiopia, Kazakhstan and Senegal.

Fourth, a number of improved land management technologies are knowledge-intensive, and promoting their adoption will require training. Conservation agriculture for instance entails sophisticated combinations of no-tillage, residue management, use of cover crops, and other activities and practices that many farmers have limited experience with. The knowledge base of local land management practices can also be improved through targeted capacity development programs.

Many demand-side interventions can strategically break the adoption barriers associated with climate-smart practices. These include: providing farmers with improved weather forecasting, weather-indexed crop insurance, and measures to reduce production variability such as drought-tolerant crops, deep-rooted crops, and irrigation. These should be combined with supply-side measures such as lowering trade barriers to increase national and regional market size, improving road and rail infrastructure to lower transport costs, and improving market information systems to increase farmers’ access to markets.

Lastly, public support is as crucial as the amount of support to fully realize the productivity, adaptation, and mitigation benefits in agriculture. Public support that focuses on research, investments in improved land management, and land tenure rather than on input support is generally more effective, benefits more farmers, and is more sustainable in the long run.

Actions to reduce the negative impacts of land degradation and desertification must indeed go hand in hand with interventions that eradicate poverty and address inequality. Without them, we will not end poverty and boost shared prosperity. More

 

Terrifying NASA Video Shows How Carbon Emissions Are Engulfing the World

Carbon dioxide emissions are invisible, but NASA has just made them all too real.

The space agency has released a video of high-resolution imagery documenting carbon emissions released over an entire year. The result is what looks like the world’s biggest storm stretching the length of the northern hemisphere. The video is the first time scientists have been able to see in fine detail how carbon dioxide moves through the atmosphere, showing the source of greenhouse emissions and their destination.

It’s mesmerizing and scary. The large, swirling, cloud-like plumes grow and spread across the globe over an entire seasonal cycle, showing just how far C02 emissions can spread. As the time-lapsed animation rolls through the year, the differences between spring, summer, fall, and winter are obvious—especially in the northern hemisphere. As the plant-growing season peaks in late spring and summer, the dark red plumes that signify the worst concentrations of carbon dioxide dissipate.

But as plant growth levels off in fall and winter, the dark plumes creep back up as humans spew carbon into the atmosphere from power plants, factories, and cars. Bill Putman, a scientist at NASA’s Goddard Space Flight Center, narrates the three-minute video and explains what the terrifying dark reds really mean.”As summer transitions to fall and plant photosynthesis decreases, carbon dioxide begins to accumulate in the atmosphere,” Putman says. “Although this change is expected, we’re seeing higher concentrations of carbon dioxide accumulate in the atmosphere each year.” That, in turn, is contributing to the long-term trend of rising global temperatures.

So what else does the map show? For starters, the world’s top three emitters—China, the U.S., and Europe—are easy to spot. Large red-tinged tails swirling above the areas indicate the highest concentrations of carbon. The video also shows how wind plays a key role in pushing carbon around the world, and how emissions levels can change rapidly because of weather patterns.

“The dispersion of carbon dioxide is controlled by the large-scale weather patterns within the global circulation,” Putman says. The released video portrays carbon emissions in 2006. Given that emissions have only increased since then, the current situation is even more dire.
