Laying the Foundations of a World Citizens Movement

How can civil society organizations (CSOs) build a broad movement that draws in, represents and mobilises the citizenry, and how can they effect fundamental, systemic transformation, rather than trading in incremental change?

JOHANNESBURG, South Africa – Has organised civil society, bound up in internal bureaucracy, in slow, tired processes and donor accountability, become simply another layer of a global system that perpetuates injustice and inequality?

How can civil society organizations (CSOs) build a broad movement that draws in, represents and mobilises the citizenry, and how can they effect fundamental, systemic transformation, rather than trading in incremental change?

This kind of introspective reflection was at the heart of a process of engagement among CSOs from around the world that gathered in Johannesburg from Nov. 19 to 21 for the “Toward a World Citizens Movement: Learning from the Grassroots” conference.

Organised by DEEEP, a project within the European civil society umbrella organisation CONCORD which builds capacity among CSOs and carries out advocacy around global citizenship and global citizenship education, the conference brought together 200 participants.

– Rilli Lappalainen, Secretary-General of the Finnish NGDO PlatformKey partners were CIVICUS (the World Alliance for Citizen Participation, which is one of the largest and most diverse global civil society networks) and GCAP (Global Call to Action Against Poverty).

The three-day gathering was part of a larger series of conferences and activities that were arranged to coincide during the 2014 International Civil Society Week organised by CIVICUS, which closed Nov. 24.

Global citizenship is a concept that is gaining currency within the United Nations system, to the delight of people like Rilli Lappalainen, Secretary-General of the Finnish NGDO Platform and a key advocate for global citizenship education.

At the heart of this concept is people’s empowerment, explains Lappalainen. “It is important that people understand the inter-linkages at the global level; that they understand that they are part of the system and can act, based on their rights, to influence the system in order to bring about change and make life better – so it’s no longer someone else deciding things on behalf of the citizens.”

The process of introspection around building an effective civil society movement that can lead to such change began a year ago at the first Global Conference, also held in Johannesburg.

The discourse there highlighted the need for new ways of thinking and working – for the humility to linger in the uncomfortable spaces of not knowing, for processes of mutual learning, sharing and questioning.

This new spirit of inquiry and engagement, very much evident in the creative, interactive format of this year’s conference, is encapsulated in an aphorism introduced by thought-leader Bayo Akomolafe from Nigeria: “The time is very urgent – let us slow down”.

Akomolafe’s keynote address explored the need for a shift in process: “We are realising our theories of change need to change,” he said. “We must slow down today because running faster in a dark maze will not help us find our way out.”

“We must slow down today,” he continued, “because if we have to travel far, we must find comfort in each other – in all the glorious ambiguity that being in community brings … We must slow down because that is the only way we will see … the contours of new possibilities urgently seeking to open to us.”

A key opportunity for mutual learning and questioning was provided on the second day by a panel on ‘Challenging World Views’.

Prof Rob O’Donoghue from the Environmental Learning Research Centre at South Africa’s Rhodes University explored the philosophy of ubuntu, Brazilian activist and community organiser Eduardo Rombauer spoke about the principles of horizontal organising, and Hiro Sakurai, representative of the Buddhist network Soka Gakkai International (SGI) to the United Nations in New York, discussed the network’s core philosophy of soka, or value creation.

A female activist from Bhutan who was to join the panel was unable to do so because of difficulties in acquiring a visa – a situation that highlighted a troubling observation made by Danny Sriskandarajah, head of CIVICUS, about the ways in which the space for CSOs to work is being shrunk around the world.

The absence of women on the panel was noted as problematic. How is it possible to effectively question a global system that is so deeply patriarchal without the voices of women, asked a male participant. This prompted the spontaneous inclusion of a female member of the audience.

In the spirit of embracing not-knowing, the panellists were asked to pose the questions they think we should be asking. How do we understand and access our power? How do we foster people’s engagement and break out of our own particular interests to engage in more systems-based thinking? How can multiple worldviews meet and share a moral compass?

Ubuntu philosophy, explained O’Donoghue, can be defined by the statement: “A person is a person through other people.”

The implications of this perspective for the issues at hand are that answers to the problems affecting people on the margins cannot be pre-defined from the outside, but must be worked out through solidarity and through a process of struggle. You cannot come with answers; you can only come into the company of others and share the problems, so that solutions begin to emerge from the margins.

The core perspective of soka philosophy is that each person has the innate ability to create value – to create a positive change – in whatever circumstances they find themselves. Millions of people, Sakurai pointed out, are proving the validity of this idea in their own contexts. This is the essence of the Soka movement.

His point was echoed the following evening in the address of Graca Machel, wife of the late Nelson Mandela, at a CIVICUS reception, in which she spoke of the profound challenges confronting civil society as poverty and inequality deepen and global leaders seem increasingly dismissive of the voices of the people.

Then, toward the end of her speech, she softly recalled “my friend Madiba” (Mandela’s clan name) in the final years of his life, and his consistent message at that time that things are now in our hands.

What he showed us by his example, she said, is that each person has immense resources of good within them. Our task is to draw these out each day and exercise them in the world, wherever we are and in whatever ways we can.

Those listening to Machel saw Mandela’s message as a sign of encouragement in their efforts to create the World Citizens Movement of tomorrow. More

Israel, U.S. attempting to prevent Geneva Convention summit on Palestinians

Israel and the United States are trying to dissuade the nearly 200 states that are party to the Fourth Geneva Convention from convening a special session in mid-December to address conditions in the West Bank, Gaza Strip and East Jerusalem, Israeli and Western diplomats told Haaretz Wednesday.

Government officials believe that convention sponsor Switzerland has come under strong pressure from the Palestinians and Arab states, and is expected to issue invitations to the conference within days.

In early April, following Israel’s refusal to free the last scheduled group of Palestinian prisoners, and its announcement that it would build 700 homes in East Jerusalem, Palestinian Authority President Mahmoud Abbas decided to sign, in the Palestinian state’s name, on 15 international conventions and ask to join them. One of them was the Fourth Geneva Convention, which deals with protecting the civilian population in fighting areas or occupied territories.

This move brought to a head the crisis that led to the collapse of U.S. efforts to extend the talks between Israel and the Palestinians. A few weeks later the Palestinians and Arab League asked Switzerland officially to call a conference of the convention signatories to discuss the Israeli occupation in the West Bank and East Jerusalem, as well as the damage Israel caused civilians in Gaza.

So far four attempts have been made to convene the Fourth Geneva Convention – all of them in regard to the Israeli-Palestinian conflict. The last attempt was made in 2009 after Operation Cast Lead in the Gaza Strip.

However, after consultations of the Swiss Foreign Ministry at the time, it was decided there wasn’t sufficiently broad international support for holding the conference. In 2001, on the other hand, after the outbreak of the second intifada, such a conference was held. Israel and the United States boycotted it.

Recently Swiss diplomats said their country, as the convention’s sponsor, couldn’t decide by itself on calling the conference again. So Switzerland began consultations with the other signatory states to see if enough of them were interested in holding the conference.

Switzerland distributed to all the signatories a proposal to hold the conference in Geneva in mid-December. The Swiss made it clear they wanted the event to focus on the upholding of international humanitarian law.

The Swiss proposal is for a three-hour conference at an ambassadorial level, with few speeches and no media coverage except for a statement to the press to be released at the end.

“We made it clear we didn’t want a political event or debate club, or a conference that would blame or criticize one of the sides,” a Swiss diplomat said.

Israel objected to the move strongly despite the low profile Switzerland suggested. Senior Israeli diplomats went to Bern and Geneva a few times in a bid to persuade the Swiss Foreign Ministry not to hold the conference, saying Israel would boycott it if it were held.

“They told us that holding the conference would help a one-sided Palestinian move intended to make Israel look bad and attack it in an international forum,” the Swiss diplomat said.

Updated draft refers to settlements

The conference cannot make binding decisions, but could increase international criticism of Israel’s policy in the territories, especially regarding the settlements.

The Israeli fear over the conference increased after Jerusalem received an updated draft of its proposed contents. Unlike previous versions, the updated draft was phrased in a very political way, mentioning Israel by name and referring in detail to issues like the West Bank settlements.

Israeli and Swiss diplomats said the United States, Canada and Australia were helping Israel and exerting pressure on Switzerland and other states to thwart the conference. Israeli diplomats said that despite the fact that the Americans have yet to make a formal decision on the matter, U.S. officials have told Switzerland they would boycott the conference if it is held. Canada has conveyed a similar message to Switzerland.

Speaking with Haaretz on Wednesday, Edgar Vasquez, a spokesman for the U.S. State Department, affirmed the American disapproval. “We strongly oppose the convening of the High Contracting Parties to the Geneva Conventions and have made our opposition unmistakably clear,” he said.

Foreign Minister Avigdor Lieberman held telephone conversations in the last few days with colleagues worldwide, asking them to object to the conference and declare they would boycott it if it is held. Also, Israeli ambassadors in several key Western states have been instructed to try to obtain a commitment from those states to boycott the conference.

The Palestinians, meanwhile, along with the group of Arab nations, are pushing for the summit to be held.

But the Israeli efforts look bound to fail. Israeli and Swiss diplomats estimate that the Swiss government will in the coming days announce the holding of the summit.

Western diplomats knowledgeable of the proceedings described the Swiss as determined to move forward despite the significant resistance by nations such as the U.S., Canada, Australia and others.

The Fourth Geneva Convention is one of the four treaties of the Geneva Conventions, adopted in 1949, which deals with the protection of civilian populations residing in areas of armed conflict and in areas under military occupation. The treaty forbids harming any agents uninvolved in the fighting – which includes, in addition to civilians, captured and wounded soldiers.

In regarding to a state of protracted military occupation – such as exists in the West Bank – the treaty decrees that the occupying power must uphold the human rights of the occupied civilian population, and ensure its conditions of living. The treaty also forbids any and all movement of civilian population from within the borders of the occupying power into the areas under military rule – such as the Israeli settlements in the West Bank.

Israel is a party to the convention, but the Knesset has never legislated the treaty into Israeli law. Israel claims the treaty is not applicable to the West Bank or East Jerusalem, for it considers these areas to be “disputed,” and not as under occupation. Thus, Israel does not regard the settlements as violations to the treaty.

World Resources Institute Publishes Renewable Energy Cost Comparison Factsheet

17 November 2014: The World Resources Institute (WRI) has launched a factsheet that enables better cost comparisons of electricity from renewables and fossil fuels by identifying key factors to consider, namely: type of user; supply options; and factors that impact additional costs and benefits, such as environmental risks or financial incentives.

The publication, titled ‘Understanding Renewable Energy Cost Parity,’ seeks to provide a simple, “go-to” resource for information on appropriate comparisons of renewable and “traditional” electricity supply options. The factsheet constitutes the first in a series of three publications that aim to support clarity and precision in cost analyses of renewable energy options made by decision makers in companies, residences, governments and advocacy organizations. In particular, the guide is intended for electricity buyers looking for financial savings, and electricity system planners, regulators and policy makers seeking economic and social benefits for end-users.

The publication argues that, in order for decision makers to know where and when renewable energy is the cheapest solution, they should establish: “with what should a renewable energy option be compared”; and “which factors need to be considered in determining cost parity.”

Among the publication’s key messages are that: for end-use consumers, on-site generation is cost-competitive when its average cost of energy is lower than or equal to the retail electricity price over the project’s lifetime; for large industrial and/or commercial consumers, power purchase agreements (PPAs) are cost-competitive when the price paid for generated electricity is lower than or equal to the retail electricity price over the project’s lifetime or contract; and, for utilities and other wholesale buyers, a renewable energy project is cost-competitive if its cost of energy and/or risk is lower than or equal to that of other technologies providing the same service during the same period of time.

The factsheet also argues for the need to take into account potential additional factors, including fluctuations in electricity prices, different time periods used in comparisons, assumptions and methodologies relating to levelized cost of energy (LCOE) calculations, technology-specific subsidies, possible PPAs, and costs of compliance with environmental regulations. Scientists predict green energy revolution after incredible new graphene discoveries

A recently discovered form of carbon graphite – the material in pencil lead – has turned out to have a completely unexpected property which could revolutionise the development of green energy and electric cars.

Researchers have discovered that graphene allows positively charged hydrogen atoms or protons to pass through it despite being completely impermeable to all other gases, including hydrogen itself.

The implications of the discovery are immense as it could dramatically increase the efficiency of fuel cells, which generate electricity directly from hydrogen, the scientists said.

The breakthrough raises the prospect of extracting hydrogen fuel from air and burning it as a carbon-free source of energy in a fuel cell to produce electricity and water with no damaging waste products.

“In the atmosphere there is a certain amount of hydrogen and this hydrogen will end up on the other side [of graphene] in a reservoir. Then you can use this hydrogen-collected reservoir to burn it in the same fuel cell and make electricity,” said Professor Sir Andrei Geim of Manchester Univeristy.

Ever since its discovery 10 years ago, graphene has astonished scientists. It is the thinnest known material, a million times thinner than human hair, yet more than 200 times stronger than steel, as well as being the world’s best conductor of electricity.

Until now, being permeable to protons was not considered a practical possibility, but an international team of scientists led by Sir Andre, who shares the 2010 Nobel Prize for his work on graphene, has shown that the one-atom thick crystal acts like a chemical filter. It allows the free passage of protons but forms an impenetrable barrier to other atoms and molecules.

“There have been three or four scientific papers before about the theoretical predictions for how easy or how hard it would be for a proton to go through graphene and these calculations give numbers that take billions and billions of years for a proton to go through this same membrane,” Sir Andrei said.

“It’s just so dense an electronic field it just doesn’t let anything through. But it’s a question of numbers, no more than that. This makes a difference between billions of years and a reasonable time for permeation. There is no magic,” he said.

The study, published in the journal Nature, shows that graphene and a similar single-atom material called boron nitride allowed the build-up of protons on one side of a membrane, yet prevented anything else from crossing over into a collecting chamber.

In their scientific paper, the researchers speculate that there could be many applications in the field of hydrogen fuel cells and in technology for collecting hydrogen gas from the atmosphere, which would open up a new source of clean energy.

“It’s really the very first paper on the subject so what we’re doing is really to introduce the material for other experts to think about it,” Sir Andrei said.

“It was difficult not to speculate. If you can pump protons from a hydrogen-containing gas into a chamber that doesn’t contain anything, you start thinking how you can exploit this?” he said.

“One of the possibilities we can imagine, however futuristic, which has to be emphasised because everything has been shown on a small scale, is applying a small electric current across the membrane and pushing hydrogen though the graphene or boron nitrite membrane,” he explained.

“Essentially you pump your fuel from the atmosphere and get electricity out of this fuel, in principle. Before this paper, this wouldn’t even be speculation; it would be science fiction. At least our paper provides a guidance and proof that this kind of device is possible and doesn’t contradict to any known laws of nature,” Sir Andre added.

Graphene: potential uses

Graphene is tough, about 200 times stronger than steel, yet incredibly light. It is considered the first two-dimensional material because it forms sheets of crystal that are just one atom thick.

It is also an excellent conductor of electricity, so is useful for anything involving electronics, such as bendable mobile phones and cameras, and wearable electrical devices attached to clothing.

Medical applications include its possible use as a material for delivering drugs to damaged sites within the body, which could open new avenues for treating patients with brain conditions such as Parkinson’s disease or cancer.

Graphene is also being developed as a new material for membranes involved in separating liquids. It could be used to purify water in the developing world or to create more efficient desalination plants.

Scientists also believe that graphene’s high strength and low weight can be harnessed in the making of new composite materials and polymers for the transport industry, making travel safer and more fuel efficient.

Now, it seems, graphene might also be used to generate new forms of generating clean electricity using hydrogen fuel cells, and even as a technology for harvesting hydrogen fuel from air. More
