Global climate on verge of multi-decadal change

A new study, by scientists from the University of Southampton and National Oceanography Centre (NOC), implies that the global climate is on the verge of broad-scale change that could last for a number of decades.

The change to the new set of climatic conditions is associated with a cooling of the Atlantic, and is likely to bring drier summers in Britain and Ireland, accelerated rise along the northeast coast of the United States, and drought in the developing countries of the Sahel region. Since this new climatic phase could be half a degree cooler, it may well offer a brief reprise from the rise of global temperatures, as well as resulting in fewer hurricanes hitting the United States.

The study, published today in Nature, proves that ocean circulation is the link between weather and decadal scale climatic change. It is based on observational evidence of the link between ocean circulation and the decadal variability of temperatures in the Atlantic Ocean.

Lead author Dr Gerard McCarthy, from the NOC, said: “Sea-surface temperatures in the Atlantic vary between warm and cold over time-scales of many decades. These variations have been shown to influence temperature, rainfall, drought and even the frequency of hurricanes in many regions of the world. This decadal variability, called the Atlantic Multi-decadal Oscillation (AMO), is a notable feature of the Atlantic Ocean and the climate of the regions it influences.”

These climatic phases, referred to as positive or negative AMO's, are the result of the movement of heat northwards by a system of . This movement of heat changes the temperature of the sea surface, which has a profound impact on climate on timescales of 20-30 years. The strength of these currents is determined by the same atmospheric conditions that control the position of the jet stream. Negative AMO's occur when the currents are weaker and so less heat is carried northwards towards Europe from the tropics.

The strength of ocean currents has been measured by a network of sensors, called the RAPID array, which have been collecting data on the flow rate of the Atlantic meridonal overturning circulation (AMOC) for a decade.

Dr David Smeed, from the NOC and lead scientist of the RAPID project, adds: “The observations of AMOC from the RAPID array, over the past ten years, show that it is declining. As a result, we expect the AMO is moving to a negative phase, which will result in cooler surface waters. This is consistent with observations of temperature in the North Atlantic.”

Since the RAPID array has only been collecting data for last ten years, a longer data set was needed to prove the link between ocean circulation and slow climate variations. Therefore this study instead used 100 years of sea level data, maintained by the National Oceanography Centre's permanent service for mean sea level. Models of ocean currents based on this data were used to predict how much heat would be transported around the ocean, and the impact this would have on the sea surface temperature in key locations.

Co-author Dr Ivan Haigh, lecturer in coastal oceanography at the University of Southampton, said: “By reconstructing ocean circulation over the last 100 years from tide gauges that measure sea level at the coast, we have been able to show, for the first time, observational evidence of the link between and the AMO.” More

 

LAC Negotiators Prepare for Paris

19 May 2015: Senior officials and negotiators from Latin American and Caribbean (LAC) countries gathered for a meeting, titled ‘4th Meeting of Chief Climate Change Negotiators of Latin America and the Caribbean,’ to discuss the content of a climate change agreement, which is expected to be adopted during the 21st session of the Conference of the Parties (COP 21) to the UNFCCC in Paris in December 2015.


The meeting, which took place from 14-15 May 2015, in Santiago, Chile, brought together representatives from 20 countries in the region. It was organized by the Economic Commission for Latin America and the Caribbean (ECLAC) and the UN Environment Programme (UNEP), and promoted by the Governments of Chile and Brazil, with support from the EU and France. It aimed to deepen the understanding of priorities, national circumstances and differing positions of countries in the region regarding environmental issues. Participants also discussed, inter alia, regional priorities and needs regarding adaptation, loss and damage, mitigation, finance, national contributions and vulnerability.


During the opening session, Edgardo Riveros, Chilean Under-Secretary of Foreign Affairs, said the region can make a contribution that reflects its capacities and priorities, while promoting the concept of climate justice, given that environmental degradation contributes to deepening inequalities. France’s Ambassador to Chile, Marc Giacomini, noted that France seeks to support a process for a “Climate Alliance” in order to reach an ambitious accord that is “forged collectively.” Alexandra Knapton, the EU’s representative in Chile, expressed hope that LAC countries will show leadership and present ambitious mitigation contributions.


Alicia Bárcena, ECLAC Executive Secretary, emphasized the “asymmetries of climate change,” noting that while LAC produces 9% of global CO2 emissions, it is one of the most vulnerable regions to the impacts of climate change. She added that ECLAC has proposed that countries build a “countercyclical investment architecture with a portfolio of low-carbon projects,” noting that equality-centered development requires diversified production. ECLAC estimates that a temperature rise of 2.5°C could lead to a loss of about 3% of the region’s GDP by 2050.


Attending the meeting as President Pro Tempore of the Community of Latin American and Caribbean States (CELAC), Ecuador noted its intention to promote opportunities for dialogue in advance of the Meeting of Foreign Ministers and Ministers of Environment of CELAC to be held in October in Quito, Ecuador, in order to forge consensus on a CELAC regional position on climate change. Economic Legacy of Lee Kuan Yew: Lessons for Aspiring Countries

Developing countries have much to learn from Lee Kuan Yew, the first prime minister of Singapore who transformed the republic from a third world economy to one of the most advanced countries in one generation.

The lessons for countries aspiring to learn from the Singapore development model are clear – strengthen institutions and improve governance.

But this is much easier said than done. To begin with aspiring countries need to improve the rule of law so that no one is above the law of the land. Equally crucial, they need to reduce corruption as corruption is regressive – small and medium-sized firms pay higher amounts in bribes than large firms.

Thirdly, they need to reform public institutions such as the civil service, bureaucracy, and public administration. Fourthly, they also need to improve the environment affecting the private sector through regulatory reforms, reforms of labour markets, and provision of clearly-defined property rights.

The dilemma is that such reforms generate benefits only in the longer term, making them hard for policymakers and politicians with a shorter time horizon to set as priorities. Yet without them, other policy measures to support sustained economic growth will become less effective and ultimately unravel.

Importance of good governance

The Singapore model of good governance is well-recognised. Development theorists of the past were of the view that economic development could be explained solely by factors like the availability of natural resources, high levels of saving and investment, and openness to foreign trade and investment.

More recently, the Growth Report published in 2008 by the Commission on Growth and Development headed by Nobel laureate Michael Spence has found that an additional factor has also to be good governance, based on mainly Singapore’s development experience under Lee.

As Senior Minister Goh Chok Tong, who participated in the Commission, puts it, for a delicious dish “besides having the right ingredients and the right recipe, you must have a master chef”.

Economic development does not just happen. It must be consciously chosen as an overarching goal by the government.

Good governance means a government that delivers political and economic stability, implements the correct macroeconomic policies, articulates a vision for the country and implements it.

This requires a capable, committed, and credible government, governments that people can trust in, and leaders who are above the board. An abundance of natural resources is neither necessary nor sufficient for a country’s economic development. What is required is good governance.

A case of good governance is Lee’s choice of the Singapore development model in the 1960s and beyond.

The Singapore Development Model

After the separation from Malaysia in 1965, Singapore was similar to a typical developing country of today. GNP per capita was about US$300, unemployment rates were high, and racial disharmony was rife. The announcement by the British in 1968 that they would withdraw their forces from Singapore was also expected to aggravate the unemployment situation further. How should jobs be created?

As the prime minister of a small country, Lee was always thinking big and making bold decisions in the interest of the country. Mr Lee adopted a development model based on export of labour-intensive manufactured goods to world markets. Lee invited multinational companies from all over to invest heavily in Singapore. Produce in Singapore and sell to the world, he told them.

To provide an attractive investment environment, the government built the appropriate infrastructure, cut tariffs and quotas, offered tax incentives, and implemented appropriate macroeconomic policies. The Economics Development Board (EDB) Singapore was established in 1961 to provide a business friendly environment to foreign investors and to convince them that Singapore was a good place to invest.

The National Wages Council (NWC) was also established in 1972 to make sure that the benefits of foreign investment were shared and also to accelerate Singapore’s move up the development ladder. Mr Lee also met foreign investors regularly and listened to them and their grievances.

Although pragmatic, Lee’s choice of an export-oriented development model driven mainly by foreign investment was a risky strategy at the time. This is because in the 1960s and 1970s, foreign investment was not welcome in the developing world.

The dependency theorists, in particular, argued that foreign investors from developed countries typically exploit cheap labour and extract natural resources of the developing countries. It is only after the success of the Singapore development model that export-oriented development strategies driven by foreign investment has been popularly adopted all over the world.

‘It’s not how you start but how you arrive’

In the 1980s and the 1990s the type of investment Singapore sought to attract shifted gradually from labour-intensive industries (eg, garments, textiles, and wigs) towards more high-tech and knowledge-based industries (eg, chips, wafer fabs, and disk drives).

Lee noted that, since the unemployment problem had been overcome, the new challenge was “how to improve the quality of the new investments and with it the education and skill levels of our workers”.

Lee’s attempt to make Singapore the Asian financial centre and global business hub is also bold. Unable to compete with Hong Kong then, Lee tried especially hard to convince foreign bankers and international financial institutions to come to Singapore by establishing integrity, efficiency, the rule of law, reliability, and stability.

In his words, “[the] history of our financial centre is the story of how we built up credibility as a place of integrity, and developed the officers with the knowledge and skills to regulate and supervise the banks, security houses and other financial institutions….”

Overall, Mr Lee’s development strategy which focused on strengthening institutions and improving governance was successful. Other developing countries will, however, face difficulties in adopting this strategy.

A case in point is South Asia. Countries in this region had begun their reform programmes in the early 1990s by focusing on macroeconomic areas – monetary and fiscal reforms, and industrial deregulation – which had contributed to a more rapid economic growth.

These reforms, however, eventually ran out of steam – because of red tape, endemic corruption, and lack of rule of law – and have contributed to the recent economic slowdown. Lee’s model followed his dictum, which he shared with the King of Bhutan: “It’s not how you start the journey that counts, but how you arrive.” More

UNEP Report Proposes Pooling Facilities as Solution to Micro-grid Financing

April 2015: The UN Environment Programme (UNEP) has launched a study on mini-grids that proposes ‘Mini-grid Pooling Facilities (MPFs)’ as a solution to overcoming key investment barriers. Presenting mini-grids as a critical solution for improving energy access globally, the study examines the challenges of associated investment risks and transaction costs, and proposes addressing these through project and capital pooling.

The report, titled ‘Increasing Private Capital Investment into Energy Access: The Case for Mini-grid Pooling Facilities’: provides an overview of mini-grids, including ownership models; identifies and examines two key investment barriers, namely risks to investment in emerging markets and project costs in developing economies; assesses the benefits and drawbacks of project pooling facilities; and explores MPF structures and stakeholders.


On risks, the study notes that mini-grids in emerging markets present a complex risk profile. In addition to discussing perceived risks, such as political or fuel cost volatility, the study examines risks to investment in mini-grids during the development, construction and operation phases, as well as across phases. The study also identifies high transaction costs in developing countries in the areas of project identification, evaluation and diligence, and platform development.


According to some estimates, achieving universal electricity access by 2030 will require mini-grids to serve over 65% of off-grid populations globally. Arguing for the need to develop new financing models to reach such levels of deployment, the report presents MPF as conceptual framework for private-sector financing that pools projects and capital to support the development of mini-grids internationally. According to the study, MPFs can diversify risk and increase capital requirements by strategic selection of projects into portfolios.


The report suggests that MPFs can also help: lower transaction costs through centralizing fixed expenses; decrease technology costs; attract previously unavailable capital; and leverage philanthropic investment, among others. The study stresses the need for developers, investors and researchers to work jointly, conducting proper analyses and determining the appropriate structures for each working context. What I want to focus on is leadership. How do you take the leadership potential all of you have and cultivate it. Here are some perspectives around leadership that I can offer.

1. A sense of urgency: Today’s world of rapidly-advancing technology and ever-shortening innovation cycles have no space for procrastination. It’s that urgency that makes me say to colleagues in my company that “if you have good news for me, take the stairs. If you have bad news, take the elevator.” I need that information fast, so I can do something about it.

2. A sense of balance: A lot of people think that urgency and patience are contradictory. And they could not be more wrong. You need to be patient enough to listen to everybody, but yet, you must have a sense of urgency to take a decision and to execute.

3. Courage to take thoughtful risks: Rarely are you going to have perfect information. The willingness to take a decision at that time will depend on your ability to take a thoughtful risk. The thoughtful part depends also on your humility and realising that you don’t have all the answers—that you can learn something from everybody. You get a good dose of humility as soon as you arrive here. You come from a school where you were the top gun. You get here and everybody’s a top gun. Humility is practically a rite of passage.

4. Be competitively paranoid: I don’t mean be fearful. What I mean is constantly ask yourself if you’re missing something. Is there more to the problem? If you don’t question everything, if you’re not competitively paranoid, you will not have the sense of self-introspection that you need to be a real leader.

5. Develop a global view: Leadership attributes are tremendously facilitated if you surround yourself with people who don’t look like you, don’t walk like you, don’t talk like you, and don’t have the same experiences as you. Admittedly, when I’m in the US, I’m suddenly diverse. In India, I’m obviously not. But it’s not where you come from or what you look like that matters. What matters is what you do and how you do it. That’s the true essence of diversity.

What makes diversity so important? Diversity is essential because a group of similar people tends to think in similar ways, reach similar conclusions, and have similar blind spots. To guard against that, you need to harness the collective uniqueness of those around you to widen your field of vision—to see things differently, to fail harder, to innovate, and to question everything. Widening that field of vision means widening your worldview

Increase your connectivity to the world around you. For example, once you get acclimated to your new jobs, consider getting involved in organisations outside of your work but that connect back to it as well. Explore avenues like the World Economic Forum. The key is to go beyond looking at the world through the lens of your company or your organisation or even your country.

6. Do well and do good: It’s the highest form of leadership. It’s the idea that you can pursue what is in your best interest as well as what is in the interest of others. It’s the recognition that your success is tied to the success of others. You know the saying, it’s lonely at the top? It’s only lonely at the top when you don’t bring other people along with you.

This principle of doing well and doing good holds true for any one person or organisation, but it’s an especially powerful principle for business and the private sector today. In a business sense, it’s the idea that the private sector can be a force for growth and a force for good. That business can make money and make a difference.

Both the private and the public sector have a role to play in the following: Bring more people into the financial mainstream—at a time when half the world’s adults don’t have a bank account, guard against a future where we have the Internet of Everything, but not the Inclusion of Everyone, give women same opportunities as men.

Of course, this very school was founded, not just on the idea of public-private partnerships but literally by public-private partnerships. It was the government of Gujarat, the government of India, local businessmen, Harvard Business School, and the Ford Foundation—all coming together, not only to help build industry in India but to help build India herself.

 

 

 

FAO Reports Address Disaster Risk Management in Fisheries and Aquaculture

March 2015: The Fisheries and Aquaculture Department of the Food and Agriculture Organization of the UN (FAO) has published a number of reports addressing climate change vulnerability in fisheries and aquaculture based on six regional studies, and disaster risk management (DRM) in fisheries and aquaculture in the Caribbean Community (CARICOM) and the wider Caribbean region.


The report titled ‘Climate Change Vulnerability in Fisheries and Aquaculture: A Synthesis of Six Regional Studies' came about due to the scarcity of information on climate impacts on the sector, with FAO launching six regional case studies to fill the information gaps and provide guidance towards adaptation planning. The case studies, which were undertaken in the Lake Chad Basin, the Caribbean, the Mekong Delta, the Benguela Current, the Pacific Island countries and territories, and Latin America, aimed to: define vulnerability to climate change by understanding potential impacts, sensitivities to such changes and adaptive capacity; identify knowledge gaps in assessing vulnerability; and identify strategies for, and provide policy guidance in reducing vulnerability to climate change.


The other publications focus specifically on DRM and adaptation in the Caribbean. A regional report from a workshop held in Kingston, Jamaica, from 10-12 December 2012, on formulating a strategy, action plan and programme for fisheries and aquaculture, addresses: resilience building and the reduction of vulnerabilities; the regional trend towards adaptation; the development of a regional DRM framework; and regional initiatives in advancing DRM and adaptation. The workshop recommended finalizing and implementing a strategy, action plan and programme proposal in order to strengthen regional and national cooperation, and develop capacity in addressing climate change impacts and disasters in fisheries and aquaculture.


Another document describes a series of local, national and regional programme proposals for the Caribbean. The strategy and action plan publication discusses: mainstreaming climate change adaptation strategies into sustainable development; promoting the implementation of specific adaptation measures to address regional vulnerabilities; promoting actions to reduce emissions through fossil fuel reduction and conservation, and transitioning to renewable and cleaner energy sources; promoting actions to reduce the vulnerability to the impacts of climate change in CARICOM countries; and promoting efforts to gain social, economic and environmental benefits from managing forests in the Caribbean. Climate change threatens human rights, Kiribati president tells UN

Pacific leaders tell Human Rights Council they fear for the future of their civilisations as climate impacts intensify

Just three weeks after the conclusion of the most recent climate negotiations, Geneva has once again offered a space for governments to consider how to address the human rights implications of climate change.

As the issue recently emerged as one of the elements that many countries wish to see integrated to the Paris climate agreement, these discussions provided insights on opportunities for states and UN bodies to better address this issue in the coming months.

Last Friday, the Human Rights Council hosted two high-level panels dedicated to the issue of human rights and climate change, with specific focus on the importance of international cooperation and on the impacts of climate change on the exercise of the right to food.

Representatives from small islands states called for urgent action to mitigate climate change, pointing at the fact that climate change threatens the progress made with the promotion of human rights.

The prime minister of Tuvalu Enele Sopoaga warned that climate change will worsen existing inequities in world already riven with inequality, poverty and conflict. Tuvalu, the prime minister warned, has neither the resources nor the capacity to cope with these impacts.

Kiribati’s President Anote Tong reminded the Human Rights Council that, despite all the efforts by his government, climate change remains an existential threat to his people.

“Who do we appeal and turn to for our people’s right to survive?” president Tong asked the Council. “If there is a major challenge on human rights that deserves global commitment, leadership and collaboration, this is the one: the moral responsibility to act now against climate change.”

Both Sopoaga and Tong challenged the Council to consider how the international community should respond to the climate crisis and to urge more strongly for climate action in order to protect the rights of the most vulnerable people.

Other speakers discussed in their interventions the benefits of integrating human rights into climate policies. UN Special Envoy on Climate Change (and former UN High Commissioner for Human Rights) Mary Robinson emphasized that a “human rights framing to our development and climate responses can maximize the potential for inclusion, participation and equality”.

Victoria Tauli-Corpuz, UN Special Rapporteur on the Rights of Indigenous Peoples, insisted more specifically on the importance to respect the rights of indigenous peoples, in particular land rights and participatory rights, when designing climate policies.

Quoting the fifth assessment report from the UN’s IPCC climate science panel, Victoria Tauli-Corpuz also highlighted that “indigenous, local, and traditional knowledge systems and practices, including indigenous peoples’ holistic view of community and environment, are a major resource for adapting to climate change, but these have not been used consistently in existing adaptation efforts”.

The panels were followed by an interactive dialogue with representatives from governments and civil society.

Several common threads emerged from this discussion, including the importance to fully implement the right of the public to take part in decision-making related to climate change, the recognition of the impacts of climate change on economic and social rights, and the importance to consider the linkages between the need to address climate change while protecting the right to development.

Several speakers also spoke in favor of two specific proposals for UN institutions: the importance to include strong references to human rights in the Paris 2015 climate agreement and the opportunity for the Human Rights Council to nominate a UN special rapporteur on human rights and climate change.

Germany also announced during the panels that the country would join the “Geneva Pledge on Human Rights and Climate Action” signed by 18 countries during the most recent round of climate negotiations.

However, the impact of the high political stakes related to the preparation of the Paris Climate Agreement could also be felt throughout the panels.

The interventions by most countries reflected mainly well-entrenched positions in the Council and at the climate negotiations.

The United States in particular suggested that attempts to push for the inclusion in the climate negotiations of references to the work of the Human Rights Council could lead to the “sabotage of the 2015 climate agreement”, a statement that many participants to the session considered out of tone with the discussions.

The panels were followed by the presentation, on Monday, of the report of the UN Independent Expert on Human Rights and the Environment John Knox.

In his presentation, Prof. Knox emphasized that climate change is likely the most serious threat to the enjoyment of human rights.

Referring to the Geneva Pledge as an example of a good practice to better integrate human rights and climate policies, he challenged relevant UN bodies, such as the Office of the High Commissioner for Human Rights, UNEP and UNDP, to establish focal points for human rights and climate change.

The ongoing discussions in Geneva this week are not expected to lead to immediate concrete results. These exchanges could nevertheless provide additional momentum when related sessions will resume in June, both in Geneva and in Bonn.

For the first half of the month, UN climate negotiations will continue to advance work towards the Paris climate agreement.

Momentum

Several governments having insisted last month on the need to insert human rights language in the negotiating text, the June meeting of the climate talks will be crucial to determine whether this proposals are retained in the draft agreement.

Upon the closing of the climate negotiations in Bonn, the Human Rights Council will gather once again in Geneva to consider, among other matters, the adoption of a new resolution on human rights and climate change.

Over the past two months, Geneva offered two opportunities for governments to deepen their understanding of the interplay between human rights and climate action.

The coming months will now be critical to determine whether, through the UN climate body and the Human Rights Council, states are willing to commit to take steps towards ensuring that climate policies address climate change in a way that promotes human rights at the same time. More

2015 is big year for the world. A final draft of the Sustainable Development Goals are due by the time heads of state gather in New York for the UN Summit in September.

Then, six weeks later diplomats gather in Paris for the last best chance at striking a global agreement on climate change. Today we are kicking off a regular series we are calling “Meet a 2015er” that will offer glimpses into the life of the UN officials, NGO people, diplomats and advocates as they help shape the international development and climate change agenda this year.

We kick off this series in with Ronny Jumeau, the Seychelles Ambassador to the United Nations. Jumeau often represents the Association of Small Island States (AOSIS) in climate change negotiations, but wants to emphasize that these are his own views.

So, we’re sitting here in a snow storm in New York and you are headed to equally cold Geneva for the adaptation meeting of the UNFCC. Let’s talk about the climate change SDG. What is your role in all these negotiations?

My job is to explain things in a way that people understand, without the jargon. We need to move past that and look at the people involved in climate change. We can’t just focus on the science or graphs and figures.

How are the Small Island Developing States (SIDS) feeling about the pace and status of the climate SDG and the climate talks leading up to Paris?

There are so many issues [left] unresolved [by the Lima round of talks in December]. Everybody’s frustrated. Well, maybe not everybody but if you want a strong, ambitious agreement in Paris of course you’re frustrated!

It’s unfortunate that the climate change process has reached a stage where we always say…at least it’s better than nothing. That’s a poor judgement. We say, ‘it could have been worse.’ Everything could have been worse! As long as you’re not dead, it could have been worse.

Sounds quite depressing for the fate of the climate SDG and Paris agreement.

[Laughing] Most resilient of us all are the islands. We are certainly the ones who smile the most, it’s our way of coping. Once you know the worst that can happen [it’s not so bad] — it’s when you don’t know that is the worst. We already know the bottom line…our countries will disappear. We just don’t want that narrative to take over.

There are countries that have approached us who say, you do know if the science is right, that even if we cut all emissions tomorrow, sea level will continue rising. That’s one of the problems AOSIS faces, but the moment you start that conversation, then no one has to listen to you anymore.

What does that mean for how you look at parallel SDG negotiations and Paris climate talks?

The more we make climate change a development narrative, the more attention we get. Tackling climate change cannot be seen as a barrier to pulling people out of poverty. I think we’ve kept that divorced too much. Between pulling out of poverty and climate change, I know which ones will ‘win votes’ as a politician: it’s the poverty reduction.

Our first priority is to make sure that we are still around! So for us, the SDGs and climate change action are one in the same.

Every year AOSIS has a luncheon with the Secretary General. The last time we had lunch and the Ambassadors were speaking, I told them a weak climate agreement will ensure that the SDGs will not succeed. For the SIDS, there can be no sustainable development if the SIDS are not around [due to the affects of climate change.] They go hand in hand.

Can you explain that a bit further?

Most SIDS are heavily dependent on tourism and fisheries. How can we in the SIDS plan the sustainable development of our fisheries, if we don’t know what ocean acidification is going to do? And that’s a climate issue. So until we know how the climate is going to affect the oceans, we can’t plan our biggest industry. Same with agriculture.

Another example is the airport in Seychelles which [ according to the data] will need a new runway to be built at a level that is higher than the whole airport is currently. We need the additional runway to increase tourism, but how do you build it without knowing how high the ocean level will rise and when?

The Secretary General gets it. His Cabinet gets it. But politics comes into play.

We’ll continue the SDGs, of course, but…everyone is saying: whatever you say in the SDG on climate must not pre-judge the Paris agreement [without understanding] that the two cannot be divorced.

Is there hope for a more effective climate SDG

I think we’re going to have SDGs that sound strong, but as long as it’s not strong on the financing! They look good, until someone will say ‘by the way, how are we going to pay for all this?’

Is it really about finance?

It’s all about finance. I think the development narrative has more staying power than the climate narrative because development is about the politics of the developing world. It’s more tangible. That’s what people are elected to do; pull people out of poverty, create jobs. The climate part of that is creating ‘green’ jobs.

One of the ways of getting traction for climate is to say you cannot develop without climate action.

It looks like the meeting in Ethiopia [The Conference on Financing For Development to be held in Addis Ababa this July] is everything. I think that meeting is becoming the whole thing, incredibly important. But, I think people will be saying [once they get to Addis], ‘we’re talking about financing for what now?’

If you take development as something separately from climate change, what are we discussing financing exactly – development projects or climate projects? For the SIDS and [Least Developed Countries] they still go hand in hand, especially in financing context.

Is it necessarily a bad thing to be so focused on finance?

When countries like China and U.S. are interested in solar power, its not because of climate change – it’s business and economic development. I’m not going to argue with that though – whatever it takes to get you to the table!

Will the climate SDG and any agreement that comes out of Paris be completely, separately formulated then?

They [SDGs and UNFCCC] will come together but unfortunately after 2015. We’re so focused now on delivering separately the SDGs, post-2015 development agenda, Paris agreement – but they’re all inter-related. I can understand if someone says, ‘look when it comes to climate change, let’s just develop Paris and not complicate it further.

The trouble is on the one hand: delivering it, on the other hand: are we going to deliver something weak and then start talking?

What happens if there is a weak climate SDG and subsequently, a weak deal in Paris? Why should other countries care what happens to the SIDS as a result?

At first we said ‘you can’t wipe out whole countries, ancient cultures, and so on.’ Then we realized, it’s not us vs. them.

You cannot take a globe and with blue paint, paint out all those little dots because every continental coastline will change too. We would have to redraw every single continent in the entire world. We’re trying now to say: you save us, you’re saving everybody. As long as we stay above water, everybody else does. If you sacrifice us, who’s next? If we go, we won’t go alone. Just because we disappear, at that point we’ll have runaway climate change, it won’t stop with us. More
